Brucci or even some Maybelline, Loreal, Revlon ones are the best -I never liked Cover Girl - it just never stays on but I haven't tried it in a while either so maybe it is better now.. I do know that lipglosses seem to be more popular right now and also tend to be cheaper than lipsticks and these would look good with a fair complexion - you can use just about any color since it is a tint of color and not too much of a stain - so you can try a bunch of different ones. If you want lipstick, you may want to get a light gloss to go over it to hold it better and to add a little shine. I always preferred more of a matte lipstick with a dot of lipgloss on top for just a little shine - and I too have a fair complexion.
Brucci is the cheapest but I found my favorite one in their line once.. which is of course now discontinued. Just check for pinks and peaches and those should suit your skin tone well - I can't tell you exactly what color because I don't know what hair color is exactly even though your pic says blond - that depends on the exact color blond.. and the exact eye color you have matters somewheat and what undertones you have - peach or pink but some drugstores let you return makeup even if you have tried it and don't like it so check their return policies or first go to a department store and try colors on in another brand - if possible get a sample of the one you like and take that to the drugstore and get the color that is closest to that one.Wat pretty cheap lipstick works best?
It's probably not necessarily the best, but a great kind i love, is the Bonne Bell 80 cent little juicy tubes, they have a great selection, and a ton of other things like nail polish, compacts of lip gloss, and all this stuff, Good luck!!!
NYC brand works pretty good.
Revlon is the best lower end lipstick for stay and color.
try rimmel... that brand isn't expensive but it's nice and has a lot of shades and different kind of lipsticks and glosses.

I would recommend you Colorstay Revlon!! I do not like to wear lipstick that much, but I bought one just to try it out and I love it!! I am going to buy another one because they look really nice on you :) Your lips won't chap, they are very smooth and it lasts many hours :)
wet n' wild is a pretty good brand for the price. its like $2 and its moisty. you can get it at any drugstore, walmart.
Maybelline and Revlon and CG work good...also try Almay as well
Avon has like 6 different kinds of lipstick and hundreds of colors, depending on what you want the lipstick to do, ie last longer or moisturize, and they run about 3.99
